Rules:

- Do not change approved product scope or architecture without explicit approval.
- Do not bypass authorization, migrations, tests, or audit requirements.
- Do not log sensitive beneficiary data.
- Do not expose sequential internal IDs.
- Update docs/10_TASK_STATE.md after every task.
- Update docs/11_DECISIONS.md for architecture/product decisions.
- Run lint, typecheck, tests and build before marking work complete.
