Rules:

• Do not change approved product scope or architecture without explicit approval.
• Do not bypass authorization, migrations, tests, or audit requirements.
• Do not log sensitive beneficiary data.
• Do not expose sequential internal IDs.
• Update docs/10_TASK_STATE.md after every task.
• Update docs/11_DECISIONS.md for architecture/product decisions.
• Run lint, typecheck, tests and build before marking work complete.
